History
PROTORELIEF SRL was founded in 2017 as a private owned company located in Bucharest, Romania.
Strategy
Our strategic goal is to participate and fulfill the objectives as planned in PNGD (Romanian National Plan for the waste management) with our main interest being in WtE plants.
How will we achieve this? By delivering solutions for new plants, which will be built in the near future. Financing of these objectives will be National State Budget, Local Municipalities Budgets, EU not refundable funds, private investors.
PROTORELIEF SRL will be dedicated not only towards consultancy but in establishing cooperation with large foreign and local companies acting in the domains, which are mentioned above. We intend to fulfill the national vision for the Romanian market of waste to energy. Cooperation between PROTORELIEF SRL and future Partners can be agreed under different forms. The EU budget not refundable funds will be in a mandatory coalition with the Romanian Governmental Budgets funds as part of the investment.
PROTORELIEF SRL will develop a large movement to study and identify the possibilities to achieve such goals. PROTORELIEF SRL has already participated at such actions in the year of 2017 and intends to continue.
- PROTORELIEF SRL participated at the Kiev, Ukraine International Exhibition of equipment and technologies for waste collection and recycling on the 3-4th of October 2017. Participation in such an event opened up the possibility to learn about the Ukrainian market, revealing new possibilities for cooperation. PROTORELIEF SRL identified possible partners between Ukrainian companies and other foreign companies that were participating in this Forum. Preliminary discussions are underway in order to identify the possibilities to cooperate.
- PROTORELIEF SRL also participated in the event that took place in Munchen, Germany called IFAT in May 2018. This was an international fair for energy generation that included waste to energy.
Our objectives are to explore and find local and/or foreign partners and cooperate with them for the Romanian market of waste to energy technology in total or partial (together with Romanian Authorities) investment in Romania. PNGD (Romanian National Plan for the Waste Management) was just approved as law in 2017 and will be focused on the next seven years from 2018 to 2025. This means that all opportunities are plans are at a beginning stage, all associated bids were not started as they are on preparation now and will start in the years of 2019 – 2020; These clarifications are offered to show possible interested Partners that the business is already booming. Cooperation can start on time for the common participation for international bids. Our preference are foreign companies because it is in accordance with National policies, which aims to bring foreign investments in Romania.
PROTORELIEF SRL intends to develop its activity to become a local consulting company in this cooperation with a local foreign partner. The partnership will help us to participate in the development of investment in waste to energy programs, which will be financed by the Romanian Government / Bucharest Municipality together with the European Union’s financial support and private local / foreign investors.
PROTORELIEF SRL will be a startup technical consultancy company, which will help to flourish the beginning stage for the Romanian market in waste management. This target is very large and has a great perspective. This is due to the actual situation of the waste management in Romania and future requirements to be implemented. Due to the large development of the economy and of all social aspects of life, the waste management industry is in front a of big transformation, which is caused by:
- Increase of the level of development of Romanian society.
- Important transformations in the environment policy due to applicable legislation (PNGD) which is compatible with European Union legislation.
- Implementation of the provisions of PNGD (Romanian National Plan for Waste Management) for the next period until the year of 2025 and more. According to this strategy, big investments in waste management will be done for improving the existing situation. PROTORELIEF SRL wants to be part of these companies that will be acting in this domain.
PROTORELIEF SRL is mainly interested in:
- Waste Incineration with energy generation from MSW;
- AD anaerobic digestion of the organic waste Biogas plants; biogas as fuel in CHP (combined heat & power plants); biogas treated and usage as fuel in transport or methane gas in houses for heating purposes;
- LFG collection and transformation into energy / fuels;
- Biomass preparation and energy recovery from biomass.
These four technologies are included in PNGD (National Plan for Waste Management) as main the solution for Romania to replace landfill repositories, which will be eventually closed.
PROTORELIEF SRL Scope:
- In I-st stage:
PROTORELIEF SRL is focused to contribute in the implementation of new technologies as solutions for modernize waste management in Romania. The major scope will be the utilization of MSW for energy production. This technology has been implemented globally for many decades, mainly in developed countries. Romania however is still highly dependent on open and old landfills for MSW management.
Because of the concerns of greenhouse gases, (GHG) emissions and the scarcity of land, Romania promote the modernization of waste management.
PROTORELIEF SRL wants to be one of the major contributors for the successful completion of this goal. In this respect, PROTORELIEF SRL wants to settle a strategic cooperation with large foreign group acting in waste management in order to promote modern technologies in Romania. Our intention is to select only one foreign group with whom we will agree on a non-disclosure Agreement on technical aspects and work as business Partners exclusively in the Romanian waste market.
PROTORELIEF SRL is focused on Municipality of Bucharest, the major city areas in Romania. In this respect, PROTORELIEF SRL wants to cooperate with organizations in charge with these processes: Bucharest Municipality, Ministry of the Environment (MM), Ministry of Regional Development, Public Development and European Funds (MDRAPEE);
- In II-nd stage:
- PROTORELIEF SRL wants to enlarge activity of the management of the waste by implementing its methods from Municipality of Bucharest to the rest of the Country;
- PROTORELIEF SRL wants to be part of future actions developed so that old or new SMID are finalized, constructed and operated;
- PROTORELIEF SRL will have a sustainable activity in order to implement a new quality system by issuance of a Quality Manual, a certification of working procedures and qualification of its personnel in QA systems;
- PROTORELIEF SRL wants to obtain a certification in quality system for the Environment, Health & Occupational Security by Internal / International authorities. These authorizations are necessary in perspectives of the extensions of its activities from consultancy to activities of subcontracting;
- PROTORELIEF SRL needs these authorizations for allowing their products to be exported to MAIN CONTRACTOR. - In the III-rd stage:
We will spread waste management to extended areas from East of Europe, for example Republic of Moldavia, Ukraine, Balkans, aso.
Company activity:
- Consultancy for foreign potential investors in Romania in technical / commercial aspects in waste management for energy generation industry;
- Technical and commercial assistance to issue documentation for participation at Pre-bids (first pre selection of the bids) and bids support to foreign EPCI Contractor in order to enter in different forms (promoting, investing, engineering, constructing and running waste plants) and work in Romania;
- Pre-bid and bid Support to foreign EPCI Contractors;
- Expertise services in waste management and environmental technic’s applications;
- Consultancy for technical and economic studies and profitability calculations for WtE plants. The environmental permit applications, updates and reports, waste management plan, plant approval procedures as well as self-monitoring plants based on the risk assessment, safety plan, and environmental risk assessment. We can help our customers to choose the right WtE technology to be applied in their projects. This work is called BATMAN (Best Available Technology Meeting Actual Needs) and is implemented based on many factors that are needed to be considered as part of the review and assessment of available WtE technologies. We look at the technical and operating requirements of typical incineration (thermal breakdown of waste in an excess of oxygen/air), gasification (thermal breakdown of waste in a depleted oxygen/air environment), pyrolysis (thermal breakdown of waste in the absence of oxygen) and RDF plants (processing of high CV waste (reduced moisture/size) to provide consistent quality fuel);
- Settlement of technical and commercial cooperation with foreign company acting in Waste to Energy domain. The settled cooperation will be implemented in Romania in order to participate in the large future projects, which will be developed in Romania in waste management according to PNGD. PROTORELIEF SRL can participate to this cooperation, based on the expertise in identification of the opportunities in Romanian Projects, knowledge of the domestic waste management markets, knowledge of Romanian legislation applicable for the international bids for these projects, issuance of the documentation for participation to international bids for Romanian projects in waste management, participation to the bids together foreign partners, assistance in negotiations (technical and commercial) for signing the contracts in case of the denomination as the winner of the bids. The form of cooperation between PROTORELIEF SRL and foreign company as partner / consultant will be established by agreement between the companies (for example consultant, subcontractor, partners in a joint venture, consortium). Contracts with Romanian Authorities will be signed by foreign partner alone as MAIN CONTRACTOR and having PROTORELIEF SRL as a consultant and / or SUBCONTRACTOR or in any other forms agreed by the partner;
- Technical Advisory / owner’s engineering, EPCM services. Detailed and shop drawings designer based on basic design and technologies that belong to the MAIN CONTRACTOR under a Confidentiality Contract for protection of the MAIN CONTRACTOR technologies; issuance of work technologies in case of empowering by the MAIN CONTRACTOR with subcontracts for fabrication in Romania of some components, subassemblies, steel structures, site work and services during the exploitation of the constructed plants;
- Coordination of fabrication in Romanian Factories having PROTORELIEF SRL as an authorized supplier, local project manager based on certification / audit by MAIN CONTRACTOR foreign partner;
- Authorized supplier / procurement for logistic services: suppliers for materials, services, other local activities necessary in construction of the WtE plants in Romania; materials supplied can be produced by Romanian authorized factories, supplied by Romanian importers for materials who have deposits for ferrous and nonferrous materials in Romania (Reducing costs for supply of the materials and costs for transportation); supply for welding materials, automation equipment fabricated in Romania based on the requirements of the MAIN CONTRACTOR design;
- Coordination as a Supplier of skilled workforce from Romania for site works in Romania (engineers, technicians, skilled workers / welders, fitters, painters, heat treatment operators, sand and metal blasters, site work operators for building the plants in Romania, machine tools operators, quality inspectors, specialists in automation, electric installations, surveillance, securities in the plants during building and exploitation, commissioning skilled people under MAIN CONTRACTOR authority, etc.
- Consultant / trader in REC (Green Certificates) on Romanian Market based on Romanian legislation, which encourage the generation of energy through renewable sources. REC is a renewable energy certificate and is a market-based instrument that represents the property rights to the environmental, social and other non-power attributes of renewable electricity generation.
